I have three datasets which I appended together. The total size of the appended dataset is 2.3 million rows and 20 columns. The data shows up correctly in the PowerQuery window.
However, when I create a dashboard view, the data doesn't load fully. Is there some throttling or data size limitation I am hitting?

There are many limitation in the dataset size of PowerBI, there is a 1 GB limit, per dataset, that is imported into Power BI.
For PowerBI Service, users with a Power BI Pro license can create app workspaces, with a maximum 10 GB of data storage each.
Other user will have a maximum 10 GB of data storage.

@v-xul , 2.3 M does not seem like a limitation.
Are you trying to display line-level data on the table?
Try to display countrows(Table) in a card check is data loaded properly
