data labels not showing- options?

I have a bar chart and the data labels do not show on two of the three bars.

It appears to be due to the bars being closer together, is there anyway to adjust the spacing or force the labels to appear above and or below?

I tried that, but the labels are so close together they just don't show up at all.

Do you have the continous X-axis? then you can control how dense the data labels are . please kindly refer below posts to modify the label density :

Try setting "Label Density" in the data labels option to 100%

I didn't see Label Desnity, however, I'm using a line and clustered bar chart, perhaps that is why?
