conditional formatting

Hi Power BI Community, hoping someone can assist with what I am trying to achieve with conditional formatting on my "Actual productivity" column.

 

Example data/columns:

Target productivity

90% of target

Actual productivity

80%

72%

85%

80%

72%

75%

80%

72%

70%

 

ie Green = greater than target productivity

    Orange = within 90% of traget productivity

    Red = below 90% of target productivity
