conditional formatting in a table over 100%

Sorry, I know this has been asked before, but I can't find an exact answer anywhere. 

My pseudodata looks like this: 

grouptargetactualtarget PC
RODS34133.3%
BOXES22100.0%
HOOKS9888.9%
BAIT11872.7%
LINES56120.0%

and I want to put it in a table where the "target PC" column is formatted as above i.e. red under 100%, and green 100% or over. 

But the conditional formatting won't let me go over 100%. 

What am I missing?

if you want to obtain this:

you need to conditional formatting this way:
