conditional formatting difficulty

Hi, below (in order) are what my report''s percentage columns look like after trying to apply a red font color if pct is < 0.  The 2nd has mixed results.  The 3rd wont even take a rule.   Can someone help?  The dax calculation is generally recent to date figure / previous to date figure - 1.

@db042190 , The third one use one as percent (3td box) and one as number . In case of percent measure, all should number
