Your idea is interesting, but I think it’s impossible to realize in current version of Power BI Desktop (My Version: 2.75.5649.582 64-bit (November 2019).

There're  similar effects in current Power BI Desktop version:

Maybe you can import more visuals from marketplace or import a custom visual:
