When i using powerBI template application for github, i want to change data in my local by using powerBI Desktop.
So i want to download this file as https://learn.microsoft.com/en-us/power-bi/create-reports/service-export-to-pbix said.

According to the error details you provided, I found such error information in the internal database:
Exception object created: Microsoft.PowerBI.ServiceContracts.PowerBIEntityNotFoundException: An error occurred in the Entity Framework
Judging from the error message, it seems that the entity corresponding to this dataset cannot be found, and the corresponding data source/dataset of this official sample file may have been deleted.
After my research in the official documentation of the feature you use, I think you are currently experiencing the limitation of this feature: reports created in Power BI Desktop must be published or uploaded to the Power BI service before they can be downloaded, and if the sample file you downloaded is only imported into the service, not from desktop, I think this error is also expected
