YTD on Card displaying incorrectly

The KPI Cards don't appear to be working when the value should be zero.

I created a matrix to verify the measures I'm using on the KPI Card:

Any ideas on why this is happening?

While trying to mock up the data, I realized what I missed. Basically had my target values setup incorrectly and it was pointing to a previous year's value.

My problem was that I missed a how a min value was being used in the cards relative to the rest of my data. Basically since i didn't have data in a year for a section the min value wen to  a previous year for a value while the rest of my data was current.
