YTD Previous Month based upon project status and summarize for all projects

I have a table which has  project budget, date,cost per resource by day, project status (from another tabled merged). Project budget and status values are same across all rows. Project can run across multiple months. Generally one resource only works on the project.

Project status: 1 or 0 (open and closed)

I want to do calculate forecasting for a resource by project and summarize across all projects,

1.  Forecasting at row level by month/project/resource 
   1. if open resource cost by day
   2. Bduget paid/Budget left = calculate budget used from the project(total project budget - sum of resource cost by day until last month)
   3. if closed in the same selected month 
      1. forecast=[total project budget]-[budget paid] - sum(resource cost by day in current month)
2. I am able to calculate the above values at month/project/resource level but having problem with summarize
3. How do I Summarize Forecast across all projects for a selected month
