YE data

Need help to get a constant YE data that is not affected by Filter:

Measure = (CountYE + Counttodate)/2

Based on below table, countYE for 2021 must be 24  even if i select year 2022 month Aug. 

 - countYE for 2021 must be 24  even if i select year 2022 month Jan and so on and so forth. 

his is without using edit interaction.
