Here shows all the measures that make up the chart, as well as the formula for one of them.
What I want is:
1.) That bar chart not to have so much white sapce
2.) Put the measure title underneath it's respective bar
Maybe I've never made a chart composed of several measures together, and that's the issue...? I could instead add columns to my data with IF statements, so if bla bla is > 1 and < 2, then 1, if not then 0. Is that a better practice? I just used measures as they're faster to quickly add.

Currently, there is no direct way to remove the white sapce in bar chart. Also, it is not possible to put the measure title underneath it's respective bar, as only axis category items can be shown underneath relative bar.
To improve the chart appearance, I would suggest you create a category column which lists values like '<1 Hour', '1-2 Hours', '2-3 Hours', etc. In bar chart, add 'Emails Handled '[Categories] into Values section, from the drop down list, select Count aggregation. And drag the new column into Axis area.
