Whi Power BI doesn't have an option to format numbers for blanks? For example, the format to be something of the sort [positive_number_format];[negative_number_format];[zero_format],[blank_format] ("#,##0;-#,##0;-;-").
I'm forced to create a measure special for cards (add 0 at the end or use isblank) and a different measure for others, doesn't make any sense. (the card measure will return 0 for all the records and cannot be used properly in a matrix for example)
Oh, and another one, why I can't use the colours in the format (for example [RED]), why do I have to add two rules for each visual when I can do it in one go?!?

One of the features that were added to the last versions of power bi desktop is dynamic measures formatting.
It allows you to format your numbers and keep their numerical value.

And I gave a step by step instructions on how to implement it in the linked post, include a sample file :
color formatting is also possible with one step, you can use DAX measure with the condition as a flag, something like :
if [your measure] <0,1,0
and use this measure as a rule
