Having the same problem.
Latest version (2.137.952.0) installed (& reinstalled).
Windows up to date & can't see anything that would be conflicting.
Have new device and have installed on a clean machine.
I can see folders being created in AnalysisServicesWorkspaces, it not the xml that it's looking for.
On previous device nothing is created in that folder AnalysisServicesWorkspaces when the desktop is opened.

If I understand correctly, the issue is that you encountered the error when trying to open power bi desktop. Please try the following methods and check if they can solve your problem:
1.The error may occur when there is an issue with the installation or registration of components required by power bi desktop.
2.You can try to uninstall the desktop and reinstall the power bi desktop.
3.Ensure the system is up to date with the Windows updates.
4.Check if any other software might be conflicting with power bi desktop.
