What's wrong with my Cumulative code?

Count of Active Clients =
CALCULATE(
COUNTROWS('EDITOR CLIENT DATA'),
FILTER('EDITOR CLIENT DATA','EDITOR CLIENT DATA'[C STATUS]="ACTIVE"),
FILTER(
ALLSELECTED( 'Date'),
'Date'[Date] <= MAX( 'Date'[Date])))
 
It doesn't reflect the correct cumulative values.

Likely need an ALL instead of an ALLSELECTED somewhere in your formula. You generally have to remove the context and then put your own context back in.
