It seems the Export Data option for Visualization has the functionality swapped. I have a Pie chart with totals, select Export Data and choose "Summarized Data" the results are the detail values for each color segment in the chart. If you pick "Underlying data" you get a summary total of the all the values in the chart. I would expect the opposite. Is this a bug or not?

Due to I don’t know your detailed data and your data model.
I build a sample:
And the Pie visual is as below:
Then I publish it to Service and Export Summarized Data and Export Underlying Data.
Export Summarized Data:
Export Underlying Data:
Note: If your visualization has an aggregate, selecting Underlying data removes the aggregate. And if your visualization doesn’t have any aggregate such as Sum, Average, our Underlying data will be the same as Summarized data.

My test result is correct , please use my sample for a test.
