Thanks to Greg_Deckler and NaveenGandhi for their quick replies. As Greg_Deckler said, due to limitations you can't apply conditional formatting on visual calculations.
But you can create a table visual object and then set the conditional formatting.
(1) This is my test data.
(2) Create a column.
Delta = [Actual]-[Plan]
(3) Create a measure.
Color = SWITCH(TRUE(),
SELECTEDVALUE('Table'[Delta])>0,"green",
SELECTEDVALUE('Table'[Delta])<0,"red")
(4) Setting the Conditional Format.

@AllanBerces Visual calculations are a preview feature and currently formatting is limited to non-existent. To the best of my knowledge there is no conditional formatting for visual calculations at this time. You'll probably have to wait until Fabric Desktop is released.
