Is there a way to have Vertical List slicer select all values when filtered by a Search value without the user having to hold down the Control Key and clicking on all the values or a way to create a "Select ALL Selected" type of button?

Here I suggest you to try Text Filter which is a custom visual to replace search slicer in Slicer visual.
Result is as below. When I enter "Jack Smith" in Text Filter and "Enter", it will filter visuals with "Jack Smith" directly.

That doesn't work when filtering the values from the Search line.
