Is there a way to create this chart in Power BI? I was able to do this in the excel following this tutorial but was hoping to accomplish the same in Power BI

ok that sounds more advanced than what my knowledge is currently. Anything similar I can do?
You could create the chart w/o arrows but with your values above with the change by leveraging measure driven data labels (new feature in May), but it would take some extra DAX to make it only show on the desired bar (but it could be done). To get the arrows, you may need to leverage a low-code custom visual like Deneb.
