    Hi amaniramahi 

     

    Try this measure:

    Count = 
Var _MinV = filter('Table','Table'[ODO Reading]<10000)
Var _MaxV = filter('Table','Table'[ODO Reading]>10000)
return
CALCULATE(DISTINCTCOUNT('Table'[VIN]),EXCEPT(all('Table'),EXCEPT(_MaxV,_MinV)))
