Using "Level of Detail" calculations with SUMX/SUMMARIZE

Here is a screenshot of sample data.  Background - A batch has several serial numbers.  When doing a many to one merge, the number of good parts gets repeated for each serial number in a batch.  I can fix this using the following equation.

# Good =
SUMX(
SUMMARIZE(
Tables_1_2_3Merged, Tables_1_2_3Merged[Batch], Tables_1_2_3Merged[Good Parts]
),
Tables_1_2_3Merged[Good Parts]
)

However, I want to filter on just external notification.  If I didn't have the Good Parts repeated, I would just use the following equation.

% Returned by Operator = DIVIDE(COUNT(Tables_1_2_3Merged[Returned Serial Numbers]), CALCULATE(SUM(Tables_1_2_3Merged[Good Parts]), ALLEXCEPT(Tables_1_2_3Merged, Tables_1_2_3Merged[Operator]))

 

Everything I have tried to combine the SUMMARIZE to eliminate the duplicate Good Parts for each serial number with the ALLEXCEPT filter to keep the denominator from getting filtered in the % Returned by Operator is unsuccessful.  I get no syntax errors but throws an error if I make a table with the % Returned by Operator.

 

Is there a way to combine the SUMMARIZE and ALLEXCEPT?
