So Power BI lets you select a legend from a group of legends and highlight that particular items on the chart which was selected in the legend.
Instead of letting legends act as highlighters, can I turn them to slicers so that I don't need another slicer for the items on the legend?
Or
Is there a way to color code each item in a slicer as a way to turn it into legend + slicer?

You can directly add the legend field into slicer so that you can filter chart based on legend selection. But what do you mean "don't need another slicer for the items"? Do you mean you have already created an slicer? If so, you could sonsider using Hierarchy Slicer custom visual which is downloaded from Visuals Gallery.
Is there a way to color code each item in a slicer as a way to turn it into legend + slicer?
If I understand correctly, you want to add the legend into slicer, and display each slicer item with dofferent color. So that, there is no need to show legend items on the top of chart, right? If so, it is not possible to achieve that currently.
