Advocate IIUsing images as data label in visual (not tooltip)
Embed url image in tooltip... easy.
Encode icon as base64 to embed into model and render as image in table... sure.
But has anyone actually figured out how to use an image as a data label in a visualisation?
Is this even possible in Power BI?

This is possible with the Charticulator visual. See this demo as an example.

mahoneypat thanks very much for that answer and apologies for this tardy response.
Really glad you put that visual on my radar. It doesn't really provide what we need given charticulator's approach is to have you embed the image into the report; not feasible for us given our dataset covers all countries on the globe.
It's a nice vis though and with a more limited dataset would be perfect.
