Using an IF function to show less than a certain %

Hello, I currently have a logic measure that determines if a certain level of water flow is less than the expected level of water flow. The measure is as follows:

Red Flag =

IF ( Water[Pumpage] < Water[ExpectedPumpage], "Below Limit", "" )

I would like the measure to only return this "Below Limit" in the column if the 'Pumpage' is 25% below "Expected Pumpage", not just any amount. Thanks.

Try the following formula:

Red Flag = 
IF ( 
    SUM(Water[Pumpage]) < SUM(Water[ExpectedPumpage]) * 0.25, 
    "Below Limit" 
)
