Using Time on Y axis

Hello,

I am trying to add the time value on Y axis on a line chart but when I add the column, it automatically aggreates to Count.
For X axis, it is not aggregating the value, it shows the exact value on the respective column but on Y axis it is not possible.

The visual in the above picture was done in MS Excel. I need to bring the time like this on Y axis using power BI.
can someone help please.

@YogeshS , I doubt that in power bi
