I have 2 slicer. They are related to one another. One slicer have a yes and No selection as a flag. I would like to set the condition if the flag is set as Yes, then the other slicer will show "Select All".

Regarding your question, Power BI Desktop may not currently support dynamic visibility or conditional selection logic in a slicer based solely on the selection of another slicer. Perhaps you can combine bookmarks and buttons to accomplish your needs indirectly, as detailed below.
1. Select 'Yes' in the slicer, then manually select all options in the other slicer, and finally create a bookmark.
2. Create buttons and associate with bookmarks
3. Final output
