Use a measure to Filter a table that filters other tables

Hi. 
I have a table with Sales reps and their targets but at different times they receive updated rates and there are a few who have left the company. I am managing those using a start date and end date column however I need to use these columns to filter the Sales rep table based on the selected date range in the slicer from the calendar table. 

This should also filter other tables that it is connected to in the data model.

 

Can this be achieved using a measure? The aim is to show historical data when the user selects a date range where the start and end date falls in. If the date is not in the range then they are filtered out.
