Is there a way to have data be the underlining number but have it represented as spefic like you can do in excel? (see below). I am using FIPS numbers for States and Counties as it is the only way that drilldown map will take my data, but i want the states to show up as their abbreviations and not the fips# like it is below.

According to my knowledge, I'm afraid it couldn't be achieved in power bi for now.
But you may try to create a report tooltip for it, in the report tooltip page, you could custom it.
