I turned on the preview feature to 'personalize' the reports, and now need it off. The desktop version shows the feature unchecked in settings (see screenshot below), but in the web version that users access, it is still turned on.
I disabled the preview feature (in desktop), saved the report, and re-published it to the web. I am still seeing this preview feature enabled in the web version, but disabled in the desktop version. I hoped this was a cache issues, so I tried clearing my cache, using a different browser (Chrome, to IE), and having others login with the same result: the preview feature on and I can't turn it off.

You need to disable Personalize header in power bi service as below, for mor details, please also refer to doc: https://docs.microsoft.com/en-us/power-bi/create-reports/power-bi-personalize-visuals#enable-personalization-in-a-report
