Unable to create new workspace in Power BI service

I am unable to create a new workspace in the Power BI service. The message displayed is: "Creation of app workspaces is disabled by your tenant admin, or you need permissions to create them. Please contact your tenant admin."

Additionally, when I navigate to the settings options and then to the Admin portal, I do not see any information about the tenant admin.

Could someone please guide me on how to resolve this issue?

Please enable the below option for the Entire organization or specific user group.
If you don't have admin portal access, please ask your admin to enable.

You don't have permission as Power BI Admin, for that reason you unable to see the options I shared in first screenshot
Please connect with the Admin team in your organization.
