Unable to connect Fabric Datawarehouse SQL endpoint - "capacité dépassée" (capacity exhausted ?)

I have an issue with a user that cannot connect anymore to the SQL endpoint associated to a datawarehouse in a Fabric Workspace. Tha capacity is an F16 and the user has a PowerBI Premium licence.

When he tries to connect a message instantanly pop that the capacity is exhausted (capacitée dépasée in french).

BUT when I tried with an another account with same level of permissions on workspace and tables it succeed.

Is there some throttling by user ?? How to check or set it up ?

How should I grant again access to the user who encounter this access issue ?

PS : I tried to deploy Fabric Capacity Metrics App, but the app don't work (cannot display any data). Seems to be en "Know issue" but never fixed... ?

Thx by advance for your help
