Unable to Publish Reports to Work spaces with Admin Role also.

I have Admin role in couple of work spaces and when I try to publish it to one of my work spaces, I started getting below error message. "Sorry, you don't have to access to publish to this workspace. Please contact the owner for access".

Then I went to Power BI Service. Clicked on "Get Data" box on the lower left hand side and use “Files->Local file” entry to upload your PBIX file to pull/upload your file.

This also gives me error message saying "Failed to publish Power BI Desktop file. Please try again later or contact support"

Are these Premium workspaces? Do you have a Pro license?
