It is possible to filter a report through the URL, as described here:

However, is it only possible to use this for the entire report page or also for one or multiple specific visuals within a report page?

To my knowledge this can only be use at the page level you cannot make a URL filter for a specific visual since there is no URL information about that specific visualization.
