UNICHAR code problem

I have user Car icon with help of the UNICHAR code.  

Car Nov = if([Rank Nov]=4,UNICHAR(128661),if([Rank Nov]=3,UNICHAR(95) & UNICHAR(95)& UNICHAR(128665),IF([Rank Nov]=2,UNICHAR(95) & UNICHAR(95)&UNICHAR(95)&UNICHAR(95)& UNICHAR(128659),IF([Rank Nov]=1,UNICHAR(95)&UNICHAR(95)&UNICHAR(95)&UNICHAR(95)&UNICHAR(95)& UNICHAR(95)& UNICHAR(128663),UNICHAR(128666) ))))

But when I open power BI desktop file different country system this car icon is changed. 

The same file I open in the USA it changes the icon and also not show icon colour. 

So My Question is that: That code is change according to the country or any other problem

I have tested with the UNCHAR you provided, and change both the regional settings in Power BI and the PC regional settings to have tests, everything works as ecpected.

But when I open power BI desktop file different country system this car icon is changed. 

The same file I open in the USA it changes the icon and also not show icon colour.

I have tested with several country systems including USA, I cannot reporduce your issue.  What another country system did you open the pbix file?

If it is convenient, could you share a dummy pbix file which can reproduce yout issue, so that we can help further investigate on it? You can upload it to OneDrive or Dropbox and post the link here. Do mask sensitive data before uploading.)

Unicode is rendered differently on different:

• Operating systems
• Software (power BI Desktop vs web-based)
• Fonts
