Trying to Manipulate subtotal in Power Bi Matrix

HI 

I just want to check if we have this kind of possibility in Power BI Matrix. I'm using Power BI Matrix for one of my reports.

The request is as follows: Can we write measures in Power BI for the following request?

1) If the subtotal (for rate columns) is greater than 1.5, then it should be displayed as N/A. (Column 3 subtotal is to be displayed as NA instead of 1.86.)

2) Need to replace the subtotal of Column A with the subtotal of Column B. For Column A, the subtotal should be displayed as the maximum of Column B, which is 1.20.
