I have a created a two-level hierarchy in an SSAS tabular cube and connected it to Power BI. There are about 1400 Parents and 2100 Children (many relationships are one-to-one). I created a Tree Map using the Parent as the Group By and everything is correct. However, once I add the Children as Details to the map, it throws the "too many values. not showing all data." error and displays a seemingly small subset of the data.
How many values are "too many values" for a tree map and how much data is shown when "not showing all data"?

I found the same issue reported internally, this is by design of the product and visualizations that we limit the amount of data used in any single visualization. The actual data reduction strategy depends on the individual visual, but we generally do this by limiting the number of categories, series, or data points contained in the visual. And the PG said there's a way to show data much better by using the drilldown feature.
In your scenario, you can place both Parent and Children in Group of Treemap.
