Tooltips on Line Chart

I have some fields in the tooltips section of my line chart. Tooltips is turned on in the format tab however it only shows the Axis, legend and value. However if I switch the line chart ot an area chart, the tool tips show up even if I don't change anything.

The issue is not clear, please share screenshots to explain. Make sure to hide sensitive information

The tooltips Government, or anything else I put into there does not show up. When I switch to an area chart it shows up fine.

I tried in the latest version and it has shown that. The only thing is that it automatically took Aggregation as first. Right-click and check Aggregation.
