Tooltip

I just create page navigation, so the user could see the values by UPRN.

The SAP Rating is doing a SUM - click the down arrow next to SUM of SAP rating in the Visualizations pane and change that to 'don't summarize'.
Technically each dot shows a single combo of SAP rating and UPRN, so if there is more than one address per UPRN, there could be multiple addresses and the Tooltip only displays the 'first'. You can change the name of this by double clicking on the 'First Address' in the Visualizations pane and renaming to 'Address' or you could use a report page tooltip.
I just gave you a lot of info and not sure what your Power BI level is so just let me know if you need more details, links or screenshots.

When I change to "Don't summarize", I get the error message below.
Unfortunately, the UPRN is unique, so there isn't more than one address per UPRN. And regardless of the dot I click/hover over it always shows the same address.
I've tried to create a tooltip report page, but it shows all the addresses from the filtered local authority, and not only from the dot I'm hovering over.

Please try to move the field UPRN to the Legend option just as below screenshot and check whether it can get what you want.
