Tooltip visual element

Is there any way to show a tooltip text with the visual element explanation?. My goal is end-users understand the information that the visual element shows.

It is not what I am looking for. I would like to display a text with the whole explanation of the graph.

You can try creating a measure like

measure = "Text" & [Meaure] & " text"

And use that in tool tip
