I have a line chart visual as follows,
When hovering over a line in the tooltip, it consistently displays the same set of 10 legends, regardless of which line is being hovered over. This occurs irrespective of the line being hovered, as the tooltip remains unchanged with the same 10 legends. However, when no filtering is applied on the visual, individual legends will be shown as below.

Basically, yes. You have too many lines. The tooltip only shows the first few ones, based on a predefined sort order.
