Hello I want to go from my hoovered page to the tooltip page because there is a scrollbar in my tooltip and want to scroll in the tooltip page

Drilling through will be helpful to you.

Tooltips allow you to quickly browse additional information.
When you have a lot of additional information, for example, there is a scroll bar, then the tool tip cannot display all the information.
Going to the tooltip page would be great, but you can’t go directly from the hoovered page to the tooltip page.

Please explain your reason for wanting that - a tooltip page is for glancing at additional information, it is not designed for interaction.
