Tooltip All But One Filter

Hi,

I need a tooltip filtered on all items except one field (Year).

Below is with no filters and the matrix and tooltip figures are the same.

No Filter (All Fine)

As soon as I choose a slicer or filter, the tooltip doesn't filter.

How can I apply a custom filter to the tooltip, presume it's new measure, but not sure where to start??

You may add ALL in CALCULATE measures.
