Theme Issue with Button Formatting

Hello,  is anyone running into issues with the theme file when setting the JSON formatting for the icon or fill? 

 

I attached a screenshot of my json file. The IconColor and Fillcolor will not change no matter what, but the "show" true/false works.

Please do not link me the documentation, I have read it and it says it should be able to take FillColor. There is also an unrelated issue that I know is still being looked into which is formatting for different button states. This is different, just the blanket settings for "Icon" and "Fill". No matter what i set it too, it always defaults to #FFFFFF and Transparency 50. I am on the latest version of Power BI, May 2023.
