Text.Combine - loss of unit items

I'm trying to join column items in Power Query based on a subject, group, and item data link.
I try to split related items ";". The problem arises that I lose those items that are unique and do not merge, and in that case I would like to leave them without merging.

What do you mean by lost? I created the following example data and there is no data loss after executing your formula.
