Change your & to be && instead.  

 

& will try to concatinate

 

&& is the logical AND test

 

Consider using this format too:

 

Stock or S.O. or DOTCOM = 
SWITCH(
    TRUE() ,
    mid(format('omsid sales'[PONUM], "############"), 3,1)="9" && 'OMSID Sales'[shipno]="HD8119", "Stock DOTCOM",
