Target line positioning

Is there a way to have the target line start around a particular year & month? My target line consists of values.I want the target line to start at where the arrow is

Have that measure return BLANK() before the desired date.

@lbendlin  I wrote my query via sql server so I am wondering if null would suffice or do I need to use blank()?
