I was wonder if there is a visual within Powerbi to mimic this table.

It is really depends on your table data. I am not sure what do you expect, but remember you cannot recording or input test result in the power bi, it is used to create report based on the existing data table.

But with conditional formatting using color measure, background color can be achieved using Field value option
color measure = if(Isblank(Max(Table[Name]), "white","Green")
