Is it possible to sync text boxes across pages like we can sync Filters? I have text boxes on pages of my report and have to change them manually on each page.

It is unsupported to sync text boxes across pages in Power BI currently. You may post a new idea in Idea Forum and add your comments there to improve Power BI for making this feature coming sooner. As a workaround, you may try what is suggested by @Mariusz .
You may create a measure like below.
Text message = "A"
Then you need to create a card visual in each page and display the measure on it. When you want to modify the message, you just need to change the content of the measure.

for task like your, I usually use this https://docs.microsoft.com/en-us/power-bi/desktop-conditional-format-visual-titles functionality. create measure and add it into the conditional formatting rule

My text is simple and not based on any condition. So, the conditional formatting will not help me. Also, the article says such titles don't get carried over to a Dashboard

I have 2-3 text boxes which have the name of the report and some notes for the viewer including copyright notices. I considered using measures for each of them, but would that not impact the report performance?
I already have about 10-15 measures for mathematical calculations.
