Swap two measures to rows section in power bi Matrix visual and third measure in Values section

Dear All, Greetings!

Looking for help to get one functionality as described below, kindly help

I have 3 measures "# Emps", "# Customers" and "Score %" in my current matrix visual and its repeating for each quarter. Out of these 3 measure , 2 measures (#Emps" & # Customers") needs to display single time as Dept Name and Sub Dept those will not change frequently, Score needs to be dynamic as per each quarter as shown in below

Kindly help to get this output in the matrix visual

if it is, i have assumed your data structure like below screenhot

You have to do some formatting in Power BI desktop in order to achieve this.. I am attaching the pbix file in below,. Suggesting you to provide some dummy data along with more insight to get exact desired output.
