The popup value for "Sunburst" visual does not adhere to the data format. We have thousands separator on, but it is missing from the popup. The same field in other visuals is displayed correctly in a pop-up, eg with thousands separator adhering to the field setting

You can try to set the decimal places manually under tooltip option in sunburst visual settings:
If not help, you can create a new pbix file to check it or share some screen shots for further discussion.

The question is not about decimal places, its about thousand separator format rule not applying within the tooltip (despite being set in the field's format settings).
It is set on a field level. And it works in other visuals, but it doesn't work in sunburst popup. Also sunburst visual itself only has settings for number of decimal characters, not for thousands separator
For gods sake can you please remove this visual clutter from your signature?
