Summing two tables

I have a project table for a subset of projects I want to analyze.

A separate table (via Direct Query) has actual hours recorded for all projects. I want to add the ETC (estimate complete) with actual  hours recorded by Engagement Number and Timekeeper to come up with Forecasted Hours.  I have tried using sumx but i keep coming up with a total hours across all projects.
